TUNHEIM, District Judge.

This case involves two independent disputes regarding the federal taxes of plaintiff Northern States Power Company (“NSP”). The Court referred cross motions for summary judgment on both disputes to Magistrate Judge John M. Mason, who issued separate reports and recommendations on each dispute.
