Petitioner Gregory Bulger, a state prisoner presently confined at the Ionia Maximum Correctional Facility in Ionia, Michigan, has filed a petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. The petitioner pleaded guilty in the Saginaw County Circuit Court on July 10, 1995 to possession with intent to deliver less than fifty grams of cocaine and possession of marijuana.
