DECISION
This case is before the Court on appeal from a decision of the Smithfield Town Council (the "Council"). The plaintiff, Smithfield Voters for Responsible Development, Inc. ("SVRD"), a non-profit corporation comprised of residents and landowners of Smithfield, is seeking reversal of a decision of the Council, dated July 14, 1998, which granted a request by W/S Smithfield Associates, LLC and certain property owners to amend the zoning ordinance to allow for construction of a large-scale commercial shopping center on land that was previously zoned for mixed residential use and planned…
