FINDINGS OF FACT

1. This action is brought by the Columbus Area Local of the American Postal Workers Union (APWU) AFL-CIO, and certain of its officials, representing a class of employees at the Columbus Post Office who use lockers at that facility. The defendants are the United States Postal Service; Postmaster General, Preston R. Tish; Columbus Director of Mail Processing, Don Peterson; and Postal Inspector, Thomas Brulport.
