Plaintiffs, nineteen (19) former employees of the Commonwealth of Puerto Rico Department of Natural and Environmental Resources (hereafter “DNER”), bring this action against Luis Rodriguez Rivera (Secretary of the DNER); Marcos Ramos Ro-vira (Mayaguez Regional Director of the DNER); Rosaly Rosa (DNER Rangers Corps. Commissioner); and Mayra Vazquez (DNER Human Resources Director), pursuant to 42 U.S.C. § 1983, alleging political discrimination in violation of the First, Fifth, and Fourteenth Amendments of the United States Constitution.
