The South Carolina Coastal Conservation League (“Coastal”) appeals the decision of the Administrative Law Court (“ALC”) to grant orders of dismissal in contested case hearings regarding the bestowal of permits to the South Carolina State Ports Authority (“SPA”) and the South Carolina Department of Transportation (“DOT”) and the issuance of orders of dismissal denying Coastal’s motions for reconsideration.
