INTRODUCTION
On August 22, 2014, Plaintiff ShaVelle Lamarr Scott ("Plaintiff"), proceeding pro se , commenced this action pursuant to 42 U.S.C. § 1983, alleging that various officials employed at the Steuben County Jail (the "County Jail") violated his constitutional rights under the First, Eighth, and Fourteenth Amendments of the Constitution, as more specifically stated in the Complaint.
