OPINION AND ORDER

LOVELL, District Judge.

Before the court is Plaintiff Andrew Volkers’ motion for fees and expenses under the Equal Access to Justice Act pursuant to 28 U.S.C. § 2412 (EAJA fees). Plaintiff’s counsel also moves for an award of attorneys’ fees in the amount of 25 percent of Plaintiff’s past-due disability benefits pursuant to 42 U.S.C. § 406(b)(1) (SSA fees). Counsel bases both claims on services rendered to Plaintiff in the course of Plaintiff’s successful appeal of a final decision of Defendant Louis W.
