Plaintiff-Appellant Clarke Reed Watson (hereinafter referred to as plaintiff) applied for admission to the University of Colorado. His application was reviewed by the University’s Special Admissions Committee and was denied, apparently for the reason that the plaintiff had a prior criminal record. The plaintiff applied for reconsideration of his application and, upon reconsideration, it was again denied.
