This contract case is before the court on plaintiffs’ motion for summary judgment and defendant’s cross-motion for summary judgment. The case concerns the Rohrer Towers II Apartments, a low-income rental housing project for elderly residents located in Had-don Township, Camden County, New Jersey. Plaintiff Haddon Housing Associates, Ltd.
