See Spokane County v. E. Wash. Growth Mgmt. Hr’gs Bd., 160 Wn. App. *562274, 250 P.3d 1050 (Spokane County I), review denied, 171 Wn.2d 1034 (2011) (holding the hearings board had subject matter jurisdiction to review amendment 07-CPA-05).
