Illinois Power Company (taxpayer) has perfected the instant appeals from two judgments of the circuit court of Madison County. In cause No. 5 — 85—0157, the taxpayer appeals from the order of the circuit court dismissing its amended three-count complaint. This complaint sought a declaratory judgment and injunctive relief with respect to the provisions of the Revenue Act of 1939 relating to tax objection procedures after the payment of taxes under protest.
