The Commonwealth of Pennsylvania, Department of Transportation, Bureau of Driver Licensing (Department) appeals from the order of the Court of Common Pleas of Allegheny County (trial court) which sustained the appeal of Justin B. Goldstein (Licensee) *44from a fifteen-day suspension of his operating privilege. We affirm.
