Plaintiff has filed an amended complaint, filing 4, pursuant to an order of this court. Because plaintiff is proceeding without the assistance of counsel, the amended complaint is before the court for initial review pursuant to Local Rule 52.1 Liberally construing the allegations of the original and amended complaints, Haines v.
