I respectfully dissent. In the district court, appellant, Mega Child Care, Inc. (Mega), sought judicial review of a decision issued by an administrative law judge from the State Office of Administrative Hearings (SOAH). SOAH upheld the decision of appellee, the Texas Department of Protective and Regulatory Services (TDPRS), to revoke Mega’s license to operate a child-care facility. TDPRS filed a plea to the jurisdiction, contending that Mega did not have any statutory rights to judicial review.
