Plaintiff Neighborhood Assistance Corporation of America (“NACA”) claims that the U.S. Department of Housing and Urban Development (“HUD”) announced a rule specifically designed to punish NACA for advocacy that has seen the organization at odds with the government. 1 NACA has asserted Fifth Amendment and Administrative Procedure Act (“APA”) claims.
