MEMORANDUM OPINION HUVELLE, District Judge.
The central issue facing the Court is whether to stay on grounds of primary jurisdiction three related actions that are currently before it, pending referral to the Federal Communications Commission (“FCC” or the “Commission”). The three actions are APCC Services, Inc.. v. WorldCom, Inc., Civil No. 01-638, APCC Services, Inc. v. Qwest Communications Corp., Civil No. 01-641, and .APCC Services Corp. v. Sprint Communications Company L.P., Civil No. 01-642. Defendants have moved to dismiss or stay pending resolution of certain central issues by the FCC.…
