MEMORANDUM OPINION

HUVELLE, District Judge.

Plaintiffs Great Old Broads for Wilderness and the Center for Biological Diversity challenge the management of livestock grazing within the Glen Canyon National Recreation Area by the National Park Service (“NPS”) and the Bureau of Land Management (“BLM”).
