Pursuant to G. L. c. 150C, § 2 (b), a judge in the Superior Court permanently stayed arbitration of a dispute between the Department of State Police (department) and the Massachusetts Organization of State Engineers and Scientists (MOSES), acting on behalf of Robert E. Pino, a chemist employed by the department and a member of MOSES. MOSES appealed, and we granted its application for direct appellate review.
