Under the provisions of chapter 16 of the Greater New Y orle charter (L. 1901, ch. 466) the dock commissioner of the city was empowered to acquire such lands, wharves, piers, casements and other property rights as might be necessary for the execution of the plans for the improvement of the water front of the city of- New York theretofore adopted or that might thereafter be adopted by the department of docks and the commissioners of the sinking fund.
