This case stems from a claim that the city of Lynn, Massachusetts, and an agency working under its direction, failed to responsibly handle funds distributed to the Commonwealth of Massachusetts by the federal government for use in employment training and rehabilitation programs, and that the Massachusetts state government failed to monitor Lynn’s use of those funds according to procedures specified by the federal Department of Labor (DOL).
