Beverly Health and Rehabilitation Services, Inc. (“Beverly”), a long-term health care company which employs 83,000 people in 33 states and the District of Columbia, brought this action in the district court to enforce a written agreement that it had entered into with the General Counsel of the National Labor Relations Board (“NLRB” or “Board”).
