This appeal represents yet another chapter in an action which has been within this court system in excess of fifteen years. In March of 1982, appellant Bessie Stockard initiated the instant suit for, inter alia, the tort of slander against the District of Columbia, the Board of Trustees of the University of the District of Columbia (“UDC”) and Orby Z. Moss, Stockard’s immediate supervisor.
