The Superior Court, pursuant to Rule 20, Del. C. Ann., has certified to us the following questions of law:(1) Whether the common-law offense of conspiracy, a misdemeanor, is an “indictable offense” within the meaning of Article I, Section 8, of the Constitution of the State of Delaware, Del. C.
