I. BACKGROUND

Defendant Ahmed Ressam was arrested in December 1999 in Port Angeles, Washington, having just arrived in the United States on a car ferry from Victoria, British Columbia. The trunk of his car contained over a hundred pounds of bomb components and several timing devices. It was later discovered that Ressam was an Al gerian citizen and a member of a terrorist cell based in Montreal and that the intended destination of the explosives was Los Angeles International Airport.
