This is a contract dispute between the United States (the Government) and defendant Government Development Bank (GDB) over the latter’s alleged breach of its duties in connection with the administration of the Food Stamp Program in Puerto Rico. The Government seeks damages for defendant’s failure to “use ordinary care and diligence in the redemption, verification and destruction of certain food stamps presented to it for those purposes,” and, alternatively, for “money paid to defendant by mistake and without authorization,” insofar as defendant’s…
