On February 26, 1959, the grand jury of Lake County returned an indictment against Jack Hooten, then a county commissioner of Lake County, charging that—
“JACK HOOTEN, also known as J. H. HOOTEN, late of the County of Lake aforesaid, in the Circuit and State aforesaid, laborer, on the 4th day of February in the Year of our Lord, One Thousand Nine Hundred and Fifty-seven with force and arms at and in the County of Lake aforesaid, unlawfully was then and there a County Commissioner of Lake County, Florida, and did make a motion to the Board of County…
