Petitioners Vigilantes, Inc. (“Vigilantes”) and Angel L. Pedrosa, founder and president of Vigilantes, filed this action against respondent officials of the United States Department of Labor (“DOL”) seeking review and an order revoking a Final Decision and Order of the Deputy Secretary of Labor (“Deputy Secretary”) issued on August 2, 1988, as amended on September 6, 1988.
