This matter is before the court after a remand of the issue of the validity of a highly unfavorable Officer Effectiveness Report (OER) relating to plaintiff’s rating period closing February 5, 1983, and issued by plaintiff’s rating officials in 1983. The court’s remand order, filed April 18, 1991, required a re-examination by the Air Force Board For Correction of Military Records (Board) of the validity of the questioned OER under the applicable regulations.
