On January 17, 1955 the Common Council of the City of Lockport adopted Local Law No. 1, amending the Lockport City Charter to provide that: “No civil action shall be maintained for damages to person or property sustained in consequence of the existence of snow or ice upon any sidewalk, crosswalk, street, bridge, culvert, or public building, or in consequence of any obstruction, danger, *549or defect whatsoever in or upon any sidewalk, crosswalk, street, bridge, culvert, or public building, or any other city property, unless written notice thereof, relating to the particular nature of such danger,…
