CRABB, Chief Judge.

Petitioner, who is presently incarcerated at the Columbia Correctional Institution at Portage, Wisconsin, requests leave to proceed in this civil action without prepayment of fees and costs or security therefor, pursuant to 28 U.S.C. § 1915. Petitioner seeks to challenge the practice by which 15% of all money sent to him in prison is retained by prison authorities and put into a separate release account to which he will not have access until he is released from prison. Jurisdiction is alleged under 28 U.S.C. § 1343 and 42 U.S.C. § 1983. From the affidavit of indigency…
