SHANNON, Justice.

Appellant Browning-Ferris, Inc., filed an administrative appeal from the order of ap-pellee Texas Department of Health in the district court of Travis County. The Department’s order denied appellant’s application for a solid waste disposal permit that would have authorized construction of a Type I Municipal Solid Waste Landfill project in southwest Houston. Southern Petroleum Laboratories, Inc., and Hiram-Clarke Civic Club, Inc., filed pleas in intervention in the administrative appeal.
