Plaintiff Charles Stanley Painter is a federal poultry inspector who has joined with his labor union, the American Federation of Government Employees AFL-CIO (“AFGE”), to challenge the federal government’s recent adoption of a new National Poultry Inspection System (the “NPIS”).
