The petitioner, Luis Fernandez, appeals following the habeas court’s denial of his petition for certification to appeal from the judgment denying his petition for a writ of habeas corpus. The petition was comprised of two claims, either or both of which, he argues, required the relief of a withdrawal of his guilty plea. The petitioner first claims that he received ineffective assistance of counsel in connection with his plea of guilty.
