OPINION AND ORDER

CASELLAS, District Judge.

This is a capital case. As all capital cases in this District, it is governed by Local Rule 428, which in pertinent part provides:(11) Initial Status Conference and Case Management Schedule

(A) In all identified capital cases, the presiding Judge shall promptly conduct an Initial Status Conference, in order to ensure the effective management of the case, including the appointment of counsel pursuant to this Rule.
