STAKELY, Justice.

This is an appeal from a decree of the Circuit Court of Montgomery County, in Equity, validating proposed water and sewer system revenue bonds of the Water Works and Sanitary Sewer Board of the City of Montgomery.

The Water Works and Sanitary Sewer Board of the City of Montgomery brought a statutory action in the Circuit Court of Montgomery County, in Equity, for validation of $10,000,000 in water and sewer system revenue bonds which it proposes to is-use.
