This is a workers’ compensation case in which the insurance carrier, appellee Royal Indemnity Company, contested the impairment rating assigned to the claimant, appellant Severiano DeLeon, by the Texas Department of Insurance, Division of Workers’ Compensation (the “Division”). 1 That impairment rating was based on advisories issued by the Division that have been determined by this Court to be invalid.
