Justice STEVENS.
The Commonwealth appeals from the order of the Superior Court vacating and remanding the orders of the Court of Common Pleas of Philadelphia County, which denied Appellee's motions for ex-pungement of charges contained in multi-pie non-conviction arrest records.
Facts
Appellee has a vast criminal history, beginning as a juvenile and continuing well into his adult life.
