By a final decision of the Secretary of Health, Education and Welfare, appellant’s application to establish a period of disability and for disability benefits under the Social Security Act, 42 U.S.C. § 402 et seq. was denied after a full hearing. He then sought review of the administrative decision in an action filed pursuant to 42 U.S.C. § 405(g) in the United States District Court for the District of Puerto Rico.
