Webster D. Haney appeals through counsel a February 20, 2004, Board of Veterans’ Appeals (Board) decision in which the Board (1) denied his claim to reopen a previously and finally disallowed claim for service connection for degenerative arthritis of the cervical spine, (2) denied his claim for service connection for charley horses (that is, muscle cramps) of the legs and thighs, including as secondary to degenerative arthritis of the cervical spine, and (3) denied entitlement to an increased (compensable) rating for a scar on the left thumb.
