OPINION

In November 2001, defendant, Jesse Galan, was indicted for possession with intent to deliver 900 or more grams of cocaine and more than 5,000 grams of cannabis. The evidence against him was suppressed by the circuit court of Cook County and the State filed a “Certificate of Substantial Impairment” and brought an interlocutory appeal pursuant to Supreme Court Rule 604(a)(1)…
