Troy Juwayne Leonard pleaded guilty to conspiracy and distribution of cocaine pursuant to a plea agreement in which the Government agreed, inter alia, to dismiss three other counts charging Leonard with distribution of cocaine base; to refrain from filing other criminal charges; and to move for downward departure pursuant to U.S.S.G. § 5K1.1, p.s., or Fed.
