MEMORANDUM DECISION

CHRISTIANSEN, Judge:

T1 Plaintiff Alonzo Cahoon appeals the district court's affirmance of the denial of Cahoon's request for a building permit for his fence by the Hinckley Town Appeal Authority (the Appeal Board). We affirm.
