ORDER

DOTY, District Judge.

This matter is before the court on plaintiffs (1) motion for sanctions and (2) motion for preliminary injunction. Based on a review of the file, record, and proceedings herein, and for the reasons stated, the court (1) grants in part and continues in part plaintiffs motion for sanctions and (2) grants in part and denies in part plaintiffs motion for preliminary injunction.
