Before the Court is a dispute over .the applicability of the Pharmacy Act of Puer-to Rico to mail-order pharmacy services *237based outside of Puerto Rico that supply pharmaceuticals to customers within Puer-to Rico. The district court held that such mail order pharmacy services are not forbidden by the Act and entered judgment in favor of appellee National Pharmacies, Inc. against appellants College of Pharmacists of Puerto Rico (“the College”) and Association of Pharmacy Owners of Puerto Rico, Inc.
