Defendant-appellant Ricky L. Hampshire entered a conditional plea of guilty based upon the failure to pay child support obligations in violation of the Child Support Recovery Act of 1992 (“CSRA”), 18 U.S.C. § 228, after the district court rejected his challenges to the CSRA and its application. See United States v. Hampshire, 892 F.Supp. 1327 (D.Kan.1995). He was sentenced to two years’ probation and ordered to pay $38,804 in restitution.
