GREEN, Judge.
The plaintiff brings this suit to recover $14,995 alleged to have been wrongfully collected from it by defendant for use of land occupied by a certain power plant belonging to plaintiff known as the Granite plant. It bases its right to a refund of the money so paid upon, first, the Act of March 4, 1907 (34 Stat. 1270), which in substance and effect provided for the refund of money paid “for the use of any land or resources of the national forests in excess of amounts found actually due from them to the United States”; and second, a decree.entered by the United States District…
