On December 12, 1973, the named plaintiff commenced this class action under 42 U.S.C. §§ 1981 and 1983 seeking declaratory and injunctive relief from certain employment practices of the defendant officials of the City of Milwaukee. Plaintiffs charge defendants with unlawfully denying blacks equal employment opportunities with respect to “skilled craft” positions of the City of Milwaukee and the Board of School Directors of the City of Milwaukee.
