CLARK, Circuit Judge:
On May 21, 1985, petitioner-appellant John E. Collier was convicted in the Circuit Court of Madison County, Alabama of receiving, retaining or disposing of stolen property in violation of section 13A-8-18 of the Code of Alabama. He was sentenced to 15 years in prison, and has since been released on parole. On February 12, 1986, Collier’s conviction was affirmed without opinion by the Alabama Court of Criminal Appeals. 486 So.2d 520.
