Plaintiff-appellant Leda Anderson appeals from the district court’s order dismissing her action for lack of subject matter jurisdiction or, in the alternative, for failure to state a claim. Anderson filed a complaint seeking to appeal an order of the Interior Board of Indian Appeals (“IBIA”) that affirmed-in-part an administrative law judge’s (“ALJ”) denial of her motion for summary judgment in an Indian probate proceeding.
